My unit is permitted
Call PGE or the water company to see what the problem is. If you want, you can request the bill be transferred to your name (without acquiring a balance left over from your landlord.) You might have to cite your rights to the person on the phone and/or talk to a supervisor.
If you plan to call the city, make sure your unit is permitted. If your unit is not permitted, and you contact the city, your unit could get red tagged (ordered to get evacuated by the city) giving the landlord a valid reason to evict you.
Send a letter to the landlord requesting that they turn your utilities back on and letting them know that if they don’t, you have the option to sue (we can help you). If you are covered under Tenant Protection Ordinance (TPO), check the box in the template.
If this doesn’t work, go to a legal provider they might be able to call your landlord and/or the utility company on your behalf.
